Job Description

Under the direction of the Vice President of Community Operations the Construction and Facilities Manager (CFM) is responsible for all operations, programs, and activities associated with building construction, renovation, and facilities management. We own and operate nearly 60 facilities and 600,000 sqft of building space throughout the community. The buildings range from large fitness clubs to small residential facilities. Projects administered include major capital expenditures for new facilities, major renovations, and minor capital improvements throughout the company’s building portfolio. The CFM will also oversee all service disciplines supporting building operations including mechanical, electrical, plumbing, fire, roofing, and elevator. The CFM will ensure that assignments are carried out in accordance with the organization’s general policies, procedures, objectives, and approved budget. Interaction with others includes architects, engineers, project managers, general contractors, site superintendents, trade contractors, in-house mechanics, state and county agencies, office staff, facility managers, and various community groups. The CFM will be required to make presentations to the Board of Directors and community groups


RESPONSIBILITIES:


  • The CFM is responsible for the safe, efficient, and economical management of short- and long-range capital projects and maintenance programs to develop and renovate a wide variety of facilities and building structures.
  • The CFM is responsible for supervision of all aspects of facilities development and renovation, permitting of projects, monitoring of expenditures, materials, supplies and effective use of labor and equipment; determining priorities; coordinating and scheduling projects as required to meet the changing needs of the department and division.
  • Supervises senior construction and facilities staff and contractors engaged in various construction projects. Work includes project planning, estimating, and ordering a wide variety of materials through company procurement procedures, scheduling work assignments and inspecting worksites.
  • The CFM develops and implements new and revised policies and procedures; confers with, and advises, subordinate personnel on administrative policies and procedures, technical problems, priorities, and methodology.
  • The CFM prepares, submits and administers capital construction budgets, construction schedules and economic models, communicating with residents, consultants, and outside agencies in the development of construction documents.
  • Develops standards, programs, and schedules for construction projects.
  • Responsible for all purchases made by construction and facilities staff and authorizes purchase requests for approval.
  • Responsible for the securing and overseeing professional design services, which include architects, civil engineers, mechanical/electrical engineers, structural engineers, and interior designers needed to prepare construction documents.
  • Responsible for securing and overseeing building service providers, which include mechanical, electrical, plumbing, roofing, HVAC, sprinkler, and elevator contractors.
  • Authorizes, directs, and tracks the allocation of monies to vendors through the endorsement and coding of a wide variety of invoices that relate to blanket accounts, individual purchase orders, credit cards, etc.
  • Makes recommendations and designs comprehensive long-term fiscal and technical strategies for future citywide renovations and preventative maintenance.
  • Participates to a large degree in the initial conceptual development of new amenities and major renovations.
  • Develops preliminary/final departmental budget estimates and schedules.
  • Works with the requisite governmental agencies and community organizations.
  • Investigates inquiries and complaints from the community and other stakeholders and directs corrective action. Ensures that residents are kept informed of CA construction activities by posting fliers and notifications signs for a variety of projects.
  • Provides the Board of Directors with monthly, quarterly, and yearly capital reports. And other duties as assigned.
  • Collaborates with other departmental staff including the Sustainability Manager, Capital Improvements Manager, and Facilities Services Manager

Job Requirements

QUALIFICATIONS:


  • Considerable knowledge of building design, science, principles, and practices.
  • Extensive experience managing large construction projects up to $10M in value.
  • Experience with RS Means cost estimating and project management best practices.
  • Extensive experience with building codes and standards, permitting, and zoning.
  • Detailed understanding of building systems such as mechanical, electrical, plumbing, life-safety, structural, and building envelope.
  • Requires a valid MD driver's license with a safe driving record.
  • 15 years of advanced supervisory experience at a managerial level associated with buildings operations and maintenance.
  • Knowledge of occupational hazards and public safety precautions as they apply to construction operations.
  • Able to speak, read and write at a level sufficient to carry out advanced managerial duties in both office and field environments.
  • Computer skills sufficient to carry out advanced managerial duties (Word, Excel, Outlook, etc.).
  • Ability to read and interpret construction plans and blueprints along with a thorough knowledge of construction terminology. Ability to plan, organize, direct, and evaluate complex operations and programs through in-house personnel, contractors, and consultants. Ability to establish and maintain effective working relationships with diverse individuals.


EDUCATION:


  • Bachelor’s degree in an engineering, architectural, or technical field preferred and any combination of education and experience equivalent to a master's degree.
  • 15 years of increasingly responsible supervisory experience in building construction, large capital construction projects, major building renovations, property management and ongoing facilities planning.
